The PLC is offline and the power-supply healthy LED is ambiguous. The authorised next check is voltage between +24 V and 0 V. The exercise grades the complete measurement plan—state, mode, placement, range and expected evidence—before a tool is applied.

Plan a voltage measurement without placing the meter’s current input across the supply. One measurement should answer one branch of the fault tree; collecting numbers without a decision rule creates more ambiguity.
